Datainfo works with the Attorney General's Office (AGU) to expand the intelligence system.
Scenario
The Advocacy General of the Union (AGU) acts in court representation and legal guidance of the federal government. To monitor the progress of actions and legal documents of interest to the Executive in the country's 22 federal courts, two of its attorneys with programming knowledge created the Sapiens software. However, AGU needed support to dedicate itself to the evolution of the intelligence system and, for that, it called Datainfo, which acted with smartsourcing to accelerate the project.
Project
The contract, through a bidding process, provided AGU with trained professionals including analysts, scrum masters, programmers and developers in different languages to work on the expansion of the intelligence system, enabling its evolution to Super Sapiens, in 2020.
Considered AGU's main technological asset Super Sapiens has more than 100,000 internal and external users, a petabyte of storage and moves one million AGU subpoenas through the Judiciary per month. It allows not only the monitoring of documents of interest, but uses artificial intelligence to suggest, according to the subject and relevance of the thesis discussed, the writing of legal documents, opinions, contestations and appeals to the Judiciary.
Results
The evolution to Super Sapiens, supported by Datainfo, allowed for the modernization of the interface, use of the system on smartphones and tablets, improvements in search mechanisms and obtaining information, greater speed of response, automatic generation of subsidies for judicial defense, in addition to different artificial intelligence and work automation solutions.
With the help of Datainfo's smartsourcing, the system was updated to the PHP-8 language and Angular interface, reducing the need to change screens and improving the user interface in order to simplify digital tasks. Another important action was to decouple the modules so that other agencies could access the system, but only for the data they were allowed to access, and easily.
All of these additions have been made without detracting from Super Sapiens' responsiveness: it is 70% faster than the initial system. This result was obtained with the use of cutting-edge technology, with new and consolidated versions of all frameworks needed for programming. The teams – formed by areas of expertise, involving technicians from Datainfo and AGU – exhaustively tested each module to deliver them to the public running perfectly.
Speed is also present in the handling of cases by federal prosecutors, as Super Sapiens allows AGU to respond more quickly to appeal deadlines by monitoring actions, controlling flows and making qualified suggestions for the preparation of legal documents. A benefit not only for the agency's employees, but for all Brazilian citizens.
Sapiens History
Created in 2012 by federal prossecutor Eduardo Lang and Mauro Baioneta, Sapiens was joined by three other AGU employees in 2016 and currently has 40 professionals in four directorates and a specific secretariat within the AGU. His contribution to the modernization of the body resulted in the victory, in 2020, of the Innovare Award in the Advocacy category, aimed at recognizing practices that contribute to the improvement of Justice in Brazil.
Data from December 2020, the first year of Datainfo's work with Super Sapiens, point out that only the automatic insertion of subsidies from other governement agencies in the intelligence system was able to generate savings of BRL 26 million in human resources. Benefits that can increase even more with the expansion of Sapiens across the country, as there are terms of technical cooperation to take the system to other institutions, such as State and Municipal Lawyers and Attorneys Offices, among other foreseen applications.
“Sapiens is a powerful tool at AGU's disposal, a truly innovative project. With the need for updates and system evolution, we needed highly qualified personnel to handle the complexities of the tool and launch Super Sapiens. Datainfo's outsourcing services were fundamental for this new stage of the system, a joint effort of which we are all proud”, points out Daniel Von Paraski, analyst at AGU's Strategic Management Secretariat.
For Marcelo Ferrari, Datainfo´s , vice-president and co-founder this is yet another example of public sector mobilization in digital transformation, a movement in which Datainfo actively participates in the development of customized technological solutions.
